Content verification requirements

In order to be able to send a verification request to an org, the following should be accomplished:

1. Your identity must be verified on your profile.
2. The org you're asking for verification must have an account on JOIP.
3. The org you're asking for verification must be verified.
4. You can only send one outstanding verification request; if your request got declined then you can send another one, otherwise no pending or accepted requests will be duplicated.
